This office is under the direction of the Principal Government Building Surveyor who is mainly concerned with matters of policy and the administration of the office as a whole within the working context of the Public Works Department. He is assisted by the Government Building Surveyor (General), Government Building Surveyor (Works), Government Building Surveyor (Special Duties) and the Government Structural Engineer.

With the increase in staff, a new Government Building Surveyor post was created. His first duty is to conduct an exhaustive review of B.O.O. procedures so as to produce a new and up-dated Handbook of Office Practice, incorporating all accepted improvements; his other duties include dealing with B.O.O. aspects of computerisation, implementing new procedures and day-to-day office management.

The control of private building developments in the Colony to ensure compliance with the Buildings Ordinance continues to be the fundamental objective of the General Divisions. All plans for private building works, which include site formation, piling, general building, drainage details, structural calculations and details, and private street works etc., are submitted by Authorised Architects to these Divisions for examination and approval, and are checked for compliance with lease conditions, town planning layouts, Mass Transit requirements etc. The issue of consents to commence works, inspections during construction and the issue of occupation permits are also functions of the General Divisions.

In an effort to clear the backlog of building plans accumulated as a result of the 1972 rainstorm disasters, the office adopted the policy in May 1973 of curtailed examination of building plans rather than detailed
