So that integrated programmes for properly balanced development of the various areas can be prepared, it is necessary to carry out engineering feasibility investigations. With the exception of Sham Tseng, the feasibility report for which was completed by the Branch, negotiations with three firms of consulting engineers for their appointment to undertake engineering studies for each area have been concluded and fee proposals submitted to the Secretariat for approval. Commencement of studies depends on availability of funds.

12.47 Twenty-six sites suggested by the New Territories Administration have been given a preliminary engineering appraisal by the Branch as a prelude to the comprehensive housing survey to be undertaken by the Housing Department. The survey, when completed, will enable Government to have a more precise indication of what proportion of the inhabitants in the rural areas of the New Territories are inadequately housed and to quantify the proportion of those inadequately housed who are likely to turn down offers of public housing in order to stay where they are.

The Branch has taken over from the Town Planning Office the planning responsibility of all development areas in the New Territories outside the New Towns which are associated with the proposed public housing estates.

Twelve draft departmental outline development and layout plans covering Sai Kung, Tai Po, Fanling, Shek Wu Hui, Yuen Long, Lau Fau Shan, Tan Kwai Tsuen and Peng Chau have, during the year, reached an advanced stage of inter-departmental agreement prior to submission for approval in principle.

With the assistance of the Design and Layout Team of the Town Planning Office, work was also started on the preparation of another twelve layout plans covering On Lok Tsuen Industrial Area, Fanling Areas 11, 12, 13 and 14, Luen Wo Hui, Tai Po Industrial Area 16, Tai Po Areas 3 and 23, Tui Min Hoi, Mui Wo, Tai O, Cheung Chau North and South, and Peng Chau North and South.

During the year, a total of 47 development applications from both the public and private sectors was processed through the Branch.
