Legal action to resume leased land was completed for housing sites in Kwai Chung North and was in progress for sites on Tsing Yi Island. During the year land sales totalled 400,000 sq. ft. of which 290,000 sq. ft. were for industrial purposes. These included a lot of 218,000 sq. ft. on Tsing Yi Island sold by tender and restricted to automotive industry use including the manufacture of internal combustion engines - a new industry for Hong Kong. Negotiations were well advanced for the sale of another site on Tsing Yi Island for a chemical plant to produce raw material for the plastics industry.

Responsibility for the development of a New Town at Tuen Mun is borne by the Tuen Mun Office. The full extent of the New Town as planned covers an area of some 2,730 acres and will accommodate about 460,000 persons.
PROGRESS
Investigation
12.31 Proposals for the Stage IB development were formulated and consulting engineers commenced a review of the programme of construction and the preparation of detailed designs. Stage IB has been planned to provide some 400 acres of land to accommodate a population of 135,000 people. However, the scope and programming of the development is currently being re-examined with a view to making the maximum progress towards achieving the 10-Year Housing Target in the most economical manner.

An engineering study was also in hand on the Stage II development for the implementation of the remainder of the New Town.
Engineering Works

The final phase of Stage IA of the New Town Development continued and is expected to be completed in 1975. Stage IA will make available 230 acres of formed and serviced land to accommodate a population of 57,500 people.

Construction of the main road through the northern half of the New Town was near completion. Roads and drainage in Area 10B and parts of Areas 12 and 17 were substantially complete and 0.5 acre of land was formed in Area 12 for industrial use.
