A revised Outline Development Plan, based on the draft Outline Zoning Plan for Sha Tin, was prepared and circulated for comment. Draft layouts for Areas 16 and 25 were in preparation. Sketch layouts were also prepared for Areas 3, 5D, 21 and 26 and circulated. A layout for the Town Centre was prepared by consultants and comments on it were received from interested Government departments.

Responsibility for the development of a New Town at Tsuen Wan is borne by the Tsuen Wan Office. The area of the New Town includes Kwai Chung and Tsing Yi Island in addition to Tsuen Wan and will accommodate some 850,000 persons.

At the beginning of the year, the population of the New Town was estimated to have almost reached 400,000, of which 322,000 (81%) were accommodated in public housing.

Investigation

A feasibility study of the development of the Tsuen Wan/Kwai Chung North area prepared by the Civil Engineering Office in the previous year was accepted for implementation. Consulting engineers commenced a review of the proposals and the design of the first part of the works which will provide for a potential population of 113,000 in an area of 450 acres.

A similar study of Tsing Yi Island was also completed and accepted, and consulting engineers commenced work on the proposals for development of the north-eastern part of the island to accommodate 157,000 people.
Engineering Works

The new road bridge linking Tsing Yi Island to the Mainland, constructed by a consortium of private companies having industrial premises on the island, was completed and handed over to the Government. The approach roads to the bridge, constructed at Government expense, were also completed and the bridge was formally opened by His Excellency the Governor on 28th February 1974.
