During the year the Container Terminal developers completed their engineering works in the main borrow area sites from which earth for the filling of the three berths completed last year was obtained. These sites were handed back to the Government and provided formed land for housing and other developments.

Reclamation of Gin Drinkers Bay with a total area of some 300 acres was nearly completed, about 180,000 cubic yards of material from Government and private works sites being deposited during the year. Controlled tipping was introduced on the refuse dump on the north side of Pillar Island and there was a considerable reduction in the smell, flies and other annoyances which had been prevalent previously. Planning of the tip area for recreational use was commenced.

The Kwai Fong Estate of public housing with 41,280 units of accommodation was completed early in the year. Construction of buildings commenced on the final stage of Lei Muk Shue Estate (18,800 units), the last two stages of Kwai Shing Estate (36,000 units), both parts of Lai King Estate (27,000 units) and the first phases of Ha Kwai Chung Estate (16,000 units). For the remainder of Ha Kwai Chung Estate good progress was made on reshaping the site after completion of Container Terminal borrow area works.

The private architects engaged by the Hong Kong Housing Society were well on the way to completing their design for the housing estate at Cho Yin Chuen.
12.25 In the private sector a total of 15 factory buildings and 59 other buildings were completed and, at the end of the year, 35 factories and 78 other buildings were under construction.

A programme for the provision of community facilities to serve the New Town, first prepared in 1972, was revised and refined. Work began on a swimming pool and park, a large refuse incinerator, Kwai Chung Divisional Police Headquarters, and the sub-structure of the Kwai Chung Technical Institute. Tenders were received for the final phase of the Tsuen Wan/Kwai Chung Polyclinic.

The area of the New Town is covered by three Outline Zoning Plans. The plan for Tsuen Wan was approved by the Governor-in-Council in November 1973 and became a Statutory Plan, while the Kwai Chung plan was agreed by the Town Planning Board and is in the process of submission for Statutory approval. The draft plan for Tsing Yi received preliminary consideration by the Town Planning Board but will require further amendment before it is ready for publication. The Outline Development Plan for planning areas 10J, 25, 26 and 38 of Kwai Chung was formally adopted; the draft plans for Tsuen Wan areas 3 and 21, Kwai Chung areas 10 and 17, and Kwai Chung areas 10 and 37 were circulated for comment, while the plan for areas 7 and 39A was well advanced. Work was in hand on detailed layouts for Tsuen Wan and Tsing Yi Town Centre areas.
