1.20. The problems associated with a population of nearly 4,000,000, most of whom live on a small area of land, of which most is in the process of redevelopment to a very high density, coupled with the need to open up and service new land for immediate and future development, make it necessary for the Department to combine many functions which in other territories would be undertaken by a number of agencies. The main spheres of departmental responsibility are:
