7. Much time and effort were expended on the preliminary investigation and the design of projects to be carried out in the near future. 9. During the year the operations of the Department were carried out, under the direction of the Headquarters staff, by eight sub-departments, namely Architectural, Buildings Ordinance, Crown Lands and Surveys, Drainage, Electrical and Mechanical, Port Works, Roads and Waterworks.

10. The expatriate staff of the Department comprised 149 officers and the non-expatriate 998 officers. The number of daily-rated artisans and labourers averaged 3,364.

11. The Director, Mr. T. L. Bowring, O.B.E., M.I.C.E., M.I.Struct.E., returned from leave on 17th November, 1953. Mr. J. Forbes, B.Sc., M.I.C.E., continued to act as Deputy Director, while Mr. A. P. Weir, M.I.C.E., M.I.W.E., undertook special duties until his departure on leave on 18th March, 1954 prior to retirement.

12. Mr. W. W. C. Shewan, Dip.Arch. (Aberdeen), F.R.I.B.A., Assistant Director (Buildings), returned from leave on 21st September, 1953. Mr. A. M. J. Wright, A.R.I.B.A., A.R.I.C.S., then resumed his substantive appointment as Chief Architect. Mr. Wright proceeded on leave on 4th November, 1953 and Mr. G. P. Norton, A.R.I.B.A., again took over as Acting Chief Architect.
