172. This sub-department had a full programme of work which consisted of the maintenance of the roads and bridges of the Colony, the runways and hardstandings at Kai Tak Airport, the formation of new roads and the reconstruction of some of the existing major main roads to meet the requirements of the increased traffic concentration now experienced. In addition there was the continued operation of the two Government Quarries, one on Hong Kong Island and the other on the Kowloon Mainland, the responsibility for new street lighting schemes and, in conjunction with the Traffic Branch of the Police Department, the erection and maintenance of street signs, traffic lights, pedestrian railings and island refuges.

173. Minor works were carried out both by directly employed labour and by maintenance contractors with annual contracts on a priced schedule, whilst all the major construction and reconstruction projects were tendered for separately by local contractors. The direct labour force, maintained at last year's average figure of 1,200 Chinese skilled artisans and coolies, was required for the day-to-day maintenance of roads, footpaths and bridges and for the production of 800 tons of stone per day from the two Government Quarries.
