the Lai Chi Kok Bay bridge and Kwai Chung Road, on 29th October, 1968. The Kwai Chung Road has greatly improved road communica- tions between Kowloon and the still developing industrial area of Tsuen Wan and has relieved the serious congestion previously experienced on the Castle Peak Road.

153. A new bus terminus in Tsuen Wan was opened on the 1st December, 1968, and road improvements made along Castle Peak Road include the provision of additional car parking facilities for motorists visiting the popular beaches in this area.

154. Construction commenced on the Chatham Road/Princess Margaret Road Flyover which, coupled with the reconstruction of Chatham Road between Gascoigne Road and Salisbury Road will pro- vide a fast route to the New Territories via Waterloo Road and Lion Rock Tunnel.

ROAD SAFETY MEASURES

155. The primary responsibility of the Force in relation to traffic matters is to make the roads as safe as possible for all classes of road-users. This task has to be undertaken on roads which are heavily congested. There are now over 113,000 motor vehicles on 618 miles of road (178 vehicles per mile). Pedestrian movement can best be illustrated by quoting from survey reports which show 70,000 people crossing Choi Hung Road in 16 hours and, in the peak hour, over 9,000 people crossing Queen's Road Central.

156. During the year considerable effort has been made in the field of educating all classes of road-users in respect of their responsibilities towards others. Large numbers of offenders have been warned rather than prosecuted and the road-safety message has been publicized by posters, hand-bills, newspaper articles and broadcasts by both radio and television.

157. Officers of the Road Safety Section gave 1,535 lectures on road safety at 845 schools throughout the Colony. A further 4,063 visits were paid to schools in connection with the training and supervision of School Safety Patrols and School Crossing Patrols. At the end of the year 51 secondary schools were participating in the School Safety Patrol scheme which had a membership of 2,400 students. 290 other schools were operating School Crossing Patrols.
