Juveniles, (i.e. persons under 16 years old) prosecuted for crimes numbered 1,012 compared with 1,404 in the previous year, representing 9.0% of the total number of persons prosecuted compared with 11.4% in the previous year. Of the total juvenile offenders 393 (38.8%) were prosecuted for miscellaneous larcenies and 149 (14.7%) for robberies. The number of juveniles convicted of crime was 906, the conviction rate being 89.5% -
87. Young offenders (i.e. persons between 16 and 20 years) prosecuted for crime totalled 2,095 compared with 2,686 in the previous year, representing 18.6% of all prosecutions compared with 21.7% in the preceding year. Arrests among these youthful offenders showed marked decreases for offences against public order (-452 or -86.8%), possession of unlawful instruments (-65 or --54.6%) Larceny from the Person, snatching (-92 or -62.2%), unlawful possession (-25 or -33.3%) and murder and manslaughter (-23 or -76.7%). On the other hand more young offenders were prosecuted for serious assaults (+57 or +41.9%), miscellaneous larcenies (+42 or +155.6%). Of the 2,095 young offenders 408 (19.5%) were prosecuted for robberies and 347 (16.6%) for miscellaneous larcenies. The number of young offenders convicted of crime was 1,969 and the conviction rate was 94.0%.
CRIMINAL INVESTIGATION DEPARTMENT
88. During this period the Criminal Investigation Department was under the direction of a Senior Assistant Commissioner with a Senior Superintendent of Police as his deputy.
89. The department consisted of seven main groups: the Anti- Corruption Branch, the Narcotics Bureau, the Commercial Crime Office, the Special Investigation Office, the Triad Society Bureau and Juvenile Liaison Office, the General Investigation Office and the Prevention of Crime Office, all of which are described below.

90. The year under review has been marked by a number of innova- tions in the working of the Anti-Corruption Branch, both in its field investigations into corrupt practices and its administration, which have provided an encouraging degree of success. The Branch has adopted a different approach towards investigations; besides merely
