Aspects of Crime was held in June/July 1968. This year the special theme was 'Riots' and the subject was studied from a variety of angles such as social, economic, political, historical, legal and police tactical. Most of the students were senior police officers who had had personal operational experience of the disturbances which took place in Hong Kong in 1967 and Army officers and representatives of various Govern- ment Departments also attended. The course lasted two weeks and ended in a symposium on Riots at which a number of distinguished visitors were present.

English Tuition

70. Considerable progress in this field was made during the year. The most significant development was the holding of the first of a series of whole-time intensive English courses, arranged for the Force by the Government Training Division. 40 students attended from September 1968 to February 1969. The course was a success in that all the students became reasonably proficient in spoken English, most were also good with their written work and a few outstanding. Bearing in mind that at the outset none of them had very much knowledge of the language, a great deal was achieved.

71. Elementary English was also taught to recruits in basic training and it is pleasing to note that the proportion of recruit constables now joining the Force who already have some knowledge of English is increasing. Other members of the Force continue to attend Government classes and a few favour private tuition.

72. During the year, the following passes were obtained in the Government's English examinations.
