21. In addition, 697 officers qualified for the award of the Colonial Police Long Service and Good Conduct Medals, five for First Clasps and ten for Second Clasps.

22. In addition to the awards recorded in paragraphs 20 and 21, 28 members (including one civilian staff) of the Force were commended by His Excellency the Governor and 77 by the Commissioner.

23. Rewards paid to members of the public for meritorious service amounted to $6,000.00.

ESTABLISHMENT

24. The Force establishment, excluding civilian posts, for the financial year 1968-69 was 12,253 as against 11,383 for the previous year, an increase of 870. This establishment included 199 super- numerary posts. At the end of the year the strength was 11,471 giving a deficiency of 782.

REVIEW OF CRIME

25. The number of crimes recorded during the year 1967-68 fell from 24,047 to 22,380 during the current year representing a decrease of 1,667 (6.9%). In this context the term 'crime' does not include
