number of offences recorded. The tables at Appendices 11 and 12 show trends in Serious Crime over the past three years, together with the number of persons prosecuted, divided into adults and juveniles. In addition, the tables at Appendices 13 and 14 provide an analysis of Narcotics. Offences, (excluding those classified as Serious Crime) and the number and type of persons prosecuted.

SERIOUS CRIME

89. During the year 21,516 cases of Serious Crime were recorded, which was an increase of 1,494 or 7.5% over the preceding year, and the highest reported figures for the past 10 years. The offences in which this increase mainly occurred were offences against public order, robberies, miscellaneous larcenies and embezzlement. However of the 1,494 increase in cases, 842 (or 56.4%) were against public order as a direct result of the Kowloon disturbances described earlier.

JUVENILE CRIME

90. A total of 1,558 juveniles (i.e. persons under 16 years of age) were arrested and prosecuted for Serious Crime compared with 1,490 in the previous year, representing 15.3% of the total number of persons prosecuted as compared with 15.4% last year. Of these 728 or 46.7% were prosecuted for miscellaneous simple larcenies, 141 or 9.1% for larceny of bicycle, 98 or 6.3% for robberies and 76 or 4.9% for serious assaults.

91. Young offenders (i.e. persons between 16 and 20 years) prosecuted for Serious Crime numbered 1,822 compared with 1,533 in the previous year, representing 17.9% of total prosecutions, compared with 15.9% last year. Arrests among these youthful offenders showed a substantial increase for offences against public order (+205 or 347.4%), membership of unlawful society (+16 or 94.1%), robberies (+73 or 75.3%) and simple larcenies (+63 or 18.1%).

92. Young offenders dealt with by the Juvenile Liaison Section in Hong Kong Island, Kowloon and New Territories Police districts during the year totalled 531 compared with 613 last year, of whom only 5.5% came to the notice of police for the commission of further offences.

CRIMINAL INVESTIGATION DEPARTMENT

93. The C.I.D. is under the direction of a Senior Assistant Commis- sioner, with a Senior Superintendent of Police as his deputy.
