17. In addition to these honours 371 officers qualified for the award of the Colonial Police Long Service and Good Conduct Medal, 64 for First Clasps and 15 for Second Clasps.

ESTABLISHMENT AND RECRUITMENT

18. The Establishment approved at the beginning of the year was 8,963 all ranks. This, however, was increased to 9,529 when the uniformed Branch Estimates were finally approved in December.

19. At the end of the year the Gazetted Officer strength was 5 under establishment. The Inspectorate Officer strength was 18 under establishment. During the year 33 overseas and 46 local (including 2 women) Probationary Inspectors were recruited. 6 Rank and File were also promoted to Probationary Inspector.

REVIEW OF CRIME 1964-65

20. There was an increase of 20% in the number of offences recorded during the year. These are the highest crime figures since 1959–60, and are reflected in almost all categories of serious crime.

21. Part of this increase is in those offences which are disclosed as a result of preventive action taken by the police, and this is particularly noticeable in the offences of possession of unlawful instrument and loitering. There was also a substantial increase in the number of serious narcotics offences detected.

22. Other significant increases were in those crimes where a degree of violence or threatened violence was used, such as serious assaults, robberies, and demanding with menaces. The number of burglary and breaking offences showed only a small increase whilst the number of cases of larceny from vehicle declined.
