84. Unavoidable delays have occurred in filling a number of posts including those of Executive Officer, Executive Assistant, Police Inter- preter, Mechanical Inspector and Police Training Officer.

85. A scheme to convert the civilian engine-room staff on police launches to disciplined status has been submitted to Government. At present, launch officers and deck crews are all police personnel who work side by side in very similar conditions with the engine-room staff. The proposed conversion will overcome this anomaly.

FINANCE

86. The authorized annual estimate was $71,316,100 and actual expenditure was $68,803,504. A breakdown of actual expenditure for the last three years is shown at Appendix 9. Revenue collected under sub-heads controlled by the Police amounted to $28,119,689 as against an estimated $27,577,000.

87. In addition, revenue of $1,635,121 was collected by the Police co-operating with other government departments.

POLICE SAVINGS SCHEME

88. The second year of the Police Savings Scheme elapsed on 31st December, 1962. At that time 1,439 Other Ranks were participating. Total deposits since the beginning of the scheme amount to $357,005 and a sum of $12,941.45 has been credited as interest to depositors' accounts during that period. The main object of the scheme is to enable officers to save up for their retirement.
