ment Departments and in commerce and industry. Another serious factor was the loss of serving policemen in the 1-5 years service group to more attractive jobs outside the Force.
25. In view of these difficulties Government appointed a Committee on 22nd March, 1962 to examine the reasons for poor recruitment and wastage of trained manpower in the Police Force. The Committee was made up of two Unofficial Members of Executive Council, one of whom was the Chairman, and of four Senior Government Officers: the Establishment Officer, the Defence Secretary, the Deputy Financial Secretary and the Commissioner of Police.
26. The Committee's Report and recommendations were submitted to Government in August, 1962. One of the main recommendations to improve recruitment and stop the wastage of serving personnel was an improved salary scale for N.C.O.s and P.C.s and an additional special non-pensionable monthly allowance. Finance Committee approved this recommendation on 12th September and payment had retrospective effect to 1st August, 1962. Other recommendations affecting morale and welfare were also accepted by Government and are described in the main body of the Report.
27. The introduction of these improved scales and allowances greatly reduced the rate of wastage of young serving officers and notice- ably improved the rate of recruitment. The strength of the Rank and File which had further declined to 896 below establishment during the year gradually climbed upwards during the second half of the year. At the end of the year the strength of Rank and File Officers was 599 below Establishment.
28. The Information Services Department made a significant con- tribution to solving this difficulty of recruitment by publicising the changes introduced and improving recruitment advertising techniques.
REORGANIZATION
29. On 6th September, 1962 an all out operation to counter Illegal Immigration was begun. A number of supernumerary posts were created. They included one Assistant Commissioner as Director, three Senior Inspectors, clerical staff and engineroom staff. Officers and men from other police formations were also transferred to the strength of the new Unit.
30. The Organization's Headquarters were accommodated in the Marine Police Headquarters buildings at Tsim Sha Tsui and on that
