111. 2,100 or 91% of all youthful offenders were arrested for offences against property. The age groups of juveniles and young persons arrested for the more serious offences against property are given at Appendix VII, Table J.

112. The trend of juvenile crime since 1957 is shown in the chart at Appendix VII, Table E.

CRIMINAL INVESTIGATION DEPARTMENT

113. The C.I.D. is under the direction of an Assistant Commissioner of Police, assisted by a Deputy Director of the rank of Senior Superin- tendent and seven Assistant Directors of Superintendent/Assistant Superintendent rank. The work of certain specialized sections of the C.I.D. is briefly described in the following paragraphs.

Identification Bureau

114. The Identification Bureau consists of the fingerprint records section, the scene of crime section, a photographic section and the questioned documents section. The Fingerprint Section received 28,020 fingerprint forms, 17,670 less than in the previous year. This reduction is the result of a new procedure. Only persons arrested for serious criminal offences are now finger-printed. Previously all offenders were fingerprinted.

115. A total of 11,858 fingerprint forms were received for security checking, slightly less than the number received in 1960-61. Officers of the Bureau visited 2,230 scenes of crime and from impressions found identified 46 serious offenders. At the end of the year a total of 39,240 single prints were on file under the Battley system.

116. The Photographic Section visited 1,568 scenes of crime and 112 traffic accidents. The number of photographs taken increased from 26,127 to 38,430. 132,425 prints and enlargements were made, and 204,230 documents were microfilmed for other Government Departments. Photographers gave evidence in 351 cases.

117. Police officers were trained during the year to take photographs at scenes of crime and traffic accidents in order to lessen the demands made on the photographic section. These police officers would also take photographs in emergencies.

118. There was a considerable increase in the number of documents examined by the Identification Bureau: 1,645 manuscript and 294 type-
