the expansion of the Force and other developments during recent years. This was a major task and could not be undertaken until an officer could be spared from other duties. A supernumerary Assistant Superin- tendent of Police/Superintendent of Police post was provided for this purpose in the estimates for 1960-61 and early in that financial year an officer was released from all other duties to undertake the revision. A specially appointed committee supervised the revision. On 1st September 1961 the new Police General Orders were issued by the Commissioner. The Orders were printed by the Government Printer and bound in loose- leaf form to permit easy amendment.

REVIEW OF CRIME

19. The progressive reduction in serious crime reported annually from the year 1956-57 onwards has ceased, and the figures for the year show an increase of 387 offences over the previous year. The main increases were recorded under the headings of Offences against the Person, Offences against Public Morality, and Offences against Property. 20. This slight increase was caused by a growing number of habitual criminals who defy any form of rehabilitation. Many of these criminals are the subject of supervision orders, the main purpose of which is to enable the Police to keep some check on their movements. The total number of Police supervisees was 1,607 at the end of the year. A total of 849 supervisees committed offences, compared with 795 during 1960-61.

21. It was gratifying to note that during the year there were many more instances of members of the public physically resisting vicious criminals. In a number of cases complainants successfully captured snatchers, resisted robbers, and tackled housebreakers, and whenever possible raised a hue and cry to enlist the aid of a beat-constable or a passer-by. This bolder approach is a most effective deterrent to criminals. who commit crimes of this type and its importance was recognized by the Commissioner who, at ceremonies held during the year, presented letters of appreciation and small monetary rewards to persons who had rendered outstanding assistance.

22. The number of offences committed by juveniles increased slightly during the year.

23. The drive against narcotics continued to be a task which engaged the whole of the Force and around-the-clock action was pursued at all levels. A total of 16,042 narcotics offences was recorded during the year and 12,347 persons were prosecuted on account of these offences.
