against traffickers and addicts resulted in the seizure of over 1,100 Kilograms of Dangerous Drugs.
NEW HOUSES AND BUILDINGS
20. During the year a new Divisional Headquarters and Station at Tsuen Wan was completed. A Sub-Station at Mui Wo on Lantau Island was also constructed and occupied. No additional married Rank and File Quarters were completed but construction commenced on a large block of 826 Quarters in Kowloon which should be ready for occupation in 1960. Sketch plans for a further block of 660 Quarters on Hong Kong Island are now being prepared.
21. The completion of the two Stations referred to in the preceding paragraph provided accommodation for four married and four single Inspectors. The Force is still short of married accommodation for Inspectorate officers. This will be alleviated to some extent by the provision of sixty Quarters on Hong Kong Island which should be completed at the end of next year.
DISTURBANCES AND MAJOR INCIDENTS
22. There were no major incidents or disasters during the year. However, the rundown of the Naval Dockyard, Labour disputes at Taikoo Docks and the Gin Nih Weaving Factory in Tsuen Wan, and the compulsory closure under the Buildings Ordinance of a Chinese School in Victoria added to the normal day to day problems of the Force.
23. Four large fires, three of which occurred in squatters areas, rendered over 4,000 persons homeless and caused eight deaths.
ESTIMATED COST OF THE FORCE
24. The cost of maintaining the Police Force during the year was $49,875,954.68. The cost per head of population was $17.77 based upon the current estimate of the population of the Colony being 2,806,000.

THE CHAIN OF COMMAND
25. The Commissioner of Police commands the Police Force and is assisted by a Deputy Commissioner. The Commissioner is also the Immigration Officer.
