destroying squatter dwellings. On Hong Kong Island the consequences were fortunately not so serious. Extensive flooding occurred in the Tai Hang area of Causeway Bay, and serious landslides closed Tai Hang Road and Stubbs Road for lengthy periods. The death roll was thirty one and many other persons were injured. The most tragic incident was a landslide which occurred in a cemetery in Tung Tau village which caused the death of fourteen men, women and children. Military aid, offered readily and effectively on a substantial scale, was of very great help in both rescue and restoration.

9. The Estimates for the year provided for expansion of the Force by ten Gazetted Officers, sixty eight Inspectors and 518 Rank and File, including fifteen women police recruits. This was in fact the maximum expansion which could be undertaken without a lowering of standards.

10. The following items of legislation, particularly affecting the police, were introduced during the year:

(a) Road Traffic Ordinance, 1957.

(b) Vehicles and Road Traffic (Lighting and Guarding of Road

Works) Regulations, 1957.

(c) Motor Vehicles Insurance (Third Party Risks) (Amendment)

Regulations, 1957.

(d) Vehicles and Road Traffic (Road Crossing) Regulations, 1957. This new legislation substantially modified previous law and is based on the corresponding legislation in the United Kingdom.

PART II

ORGANIZATION AND ADMINISTRATION

THE CHAIN OF COMMAND

11. The Force is commanded by the Commissioner of Police assisted by the Deputy Commissioner.

12. The Colony is divided into three police Districts, Hong Kong Island, Kowloon, and New Territories and Marine, each commanded by an Assistant Commissioner. The latter named command was established on 1st April, 1957. The Criminal Investigation Department and the Special Branch are also under the command of Assistant Commissioners and there is an Assistant Commissioner at Headquarters as Chief Staff Officer.
