BANK NOTES ISSUE ORDINANCE, CHAPTER 65

THE FINANCIAL SECRETARY moved the following resolution: —

Resolved, pursuant to the proviso to section 5 of the Bank Notes Issue Ordinance, Chapter 65, that this Council hereby extends the powers of all the note-issuing banks to make, issue or re-issue and circulate notes until and including the 12th day of July 1964.

He said: Sir, the Bank Notes Issue Ordinance, Chapter 65, lays down that the powers of the note-issuing banks lapse automatically unless renewed by this Council from time to time. The present powers of these banks expire on 12th July, and it is proposed in this Resolution that they should be renewed for the maximum permissible period of one year.

THE COLONIAL SECRETARY seconded.

ARBITRATION BILL, 1963

THE ATTORNEY GENERAL moved the Second reading of a Bill intituled "An Ordinance to make amended provision for arbitration in respect of civil matters."

THE COLONIAL SECRETARY seconded.

The question was put and agreed to.

The Bill was read a Second time.

Council then went into Committee to consider the Bill clause by clause. Clauses 1 to 35 were agreed to.

ATTORNEY GENERAL: —I rise to move that Clause 36 be amended as set forth in the paper before Honourable Members.

Proposed Amendments.

36. (1) In paragraph (b), leave out the words "by Order in Council made or deemed to have been made under section 35 of the Arbitration Act, 1950, has declared" and substitute therefor the following—

"being satisfied that reciprocal provisions having been made, may by Order in Council declare".

(2) In paragraph (c), leave out the words “by Order in Council made or deemed to have been made under that section, has declared” and substitute therefor the following—

"being satisfied that reciprocal provisions having been made, may by Order in Council declare".

Clause 36, as amended, was agreed to.

Clauses 37 and 38 were agreed to.

ATTORNEY GENERAL: —I rise to move that Clause 39 be amended as set forth in the paper before Honourable Members.

Proposed Amendment.

39. In paragraph (c) of subclause (1), leave out the figures “37” and substitute therefor the following—

“38”

Clause 39, as amended, was agreed to.

Clauses 40 and 41 were agreed to.

Council then resumed.

THE ATTORNEY GENERAL reported that the Arbitration Bill, 1963, had passed through Committee with amendments and moved the Third reading.

THE COLONIAL SECRETARY seconded.

The question was put and agreed to.

The Bill was read a Third time and passed into law.

ADJOURNMENT

HIS EXCELLENCY THE GOVERNOR: —Well, Gentlemen, that concludes the business for to-day. When is it your pleasure that we should meet again?
