The Minutes of the meeting of the Council held on 8th July, 1959, were confirmed.

CRIMINAL APPEAL (AMENDMENT) RULES, 1959.
THE ATTORNEY GENERAL moved the following resolution: —
Resolved that the Criminal Appeal (Amendment) Rules, 1959, made by the Chief Justice on the 4th day of July, 1959, under section 9 of the Criminal Procedure Ordinance, Chapter 221, be approved.
He said: Sir, the amending rules which are the subject of this resolution extend the authority of the Registrar of the Supreme Court to supply free of charge to Appellants in criminal cases the transcript of the evidence of the trial.

SUPPLEMENTARY PROVISIONS FOR THE QUARTER ENDED 31ST MARCH, 1959.
THE FINANCIAL SECRETARY moved the following resolution: —
Resolved that the Supplementary Provisions for the quarter ended 31st March, 1959, as set out in Schedule No. 5 of 1958/59, be approved.

He said: Sir, this is the final schedule for the financial year 1958/59, the accounts for which have now been finalized and published. As is usual at the end of the year, there are many small amounts representing minor over expending of departmental votes, but comparatively large amounts are provided for some items of public works, the Public Works Department having found it possible to speed up the work. I am glad to say that one of these items is the Tai Lam Chung Scheme; the additional expenditure of over three quarters of a million was required because of the good progress being made on the catch waters, work on which was held up for so long last year.
All the items in the schedule have already received the approval of Finance Committee, and the covering approval of this Council is now required.

ROYAL HONG KONG DEFENCE FORCE (EXTENSION OF APPOINTMENT AND VALIDATION) BILL, 1959.
THE ATTORNEY GENERAL moved the Second reading of a Bill intituled "An Ordinance to extend, with retrospective effect, the period of appointment of Brigadier Lindsay Tasman Ride, Commander of the Most Excellent Order of the British Empire, as Commandant of the Royal Hong Kong Defence Force and to validate acts done by him in that capacity."
THE COLONIAL SECRETARY seconded.
The question was put and agreed to.
The Bill was read a Second time.
Council then went into Committee to consider the Bill clause by clause. Clauses 1 to 3 were agreed to.
Council then resumed.
THE ATTORNEY GENERAL reported that the Royal Hong Kong Defence Force (Extension of Appointment and Validation) Bill, 1959 had passed through Committee without amendment and moved the Third reading.

The question was put and agreed to.
The Bill was read a Third time and passed into law.
