MINUTES.
The Minutes of the Meeting of the Council held on 5th June, 1957, were confirmed.
PAPERS.
THE COLONIAL SECRETARY, by Command of His Excellency the Governor, laid upon the table the following paper: —
Subject.
Annual Report by the Hong Kong War Memorial Fund Committee for the year 1956.
PENSIONS (AMENDMENT) REGULATIONS, 1957.
THE ATTORNEY GENERAL moved the following resolution: —
Resolved that the Pensions (Amendment) Regulations, 1957, made by the Governor in Council on the 11th day of June, 1957, under subsection (1) of section 3 of the Pensions Ordinance, Chapter 89, be approved.
He said: Sir, I rise to move the resolution standing in my name which seeks the approval of this Council to regulations made under the Pensions Ordinance by the Governor in Council with the sanction of the Secretary of State. The purpose of the regulations sufficiently appears from the explanatory note appended to them to which I have nothing to add save to say that the approval of this Council is required because the regulations are given retrospective effect.
THE COLONIAL SECRETARY seconded.
The question was put and agreed to.
SCHEDULE OF WRITE-OFFS FOR THE
FINANCIAL YEAR 1956/57.
THE FINANCIAL SECRETARY moved the following resolution: —
Resolved that the Write-offs for the financial year 1956/57, as set out in the Schedule, be approved.

He said: Sir, this Council has delegated to Your Excellency authority to write-off losses of public money where the amount involved does not exceed $5,000 in any one case. The schedule lists cases which have occurred during the year 1956/57 where this amount was exceeded. They have already been considered and approved by Finance Committee, and the covering approval of this Council is now required.
THE COLONIAL SECRETARY seconded.
The question was put and agreed to.
BANK NOTES ISSUE ORDINANCE—RESOLUTION.
THE FINANCIAL SECRETARY moved the following resolution: —
Resolved, pursuant to the proviso to section 5 of the Bank Notes Issue Ordinance, Chapter 65, that this Council hereby extends the powers of all the note-issuing banks to make, issue, re-issue and circulate notes until and including the 12th day of July, 1958.
He said: Sir, under the provisions of the Bank Notes Issue Ordinance the powers of the note-issuing banks lapse unless renewed from time to time. Their present authority to issue, re-issue and circulate notes expires on 12th July and it is proposed to grant the maximum extension of one year.
THE COLONIAL SECRETARY seconded.
The question was put and agreed to.
HONG KONG TOURIST ASSOCIATION BILL, 1957.
THE FINANCIAL SECRETARY moved the Second reading of a Bill intituled "An Ordinance to provide for the establishment and constitution of a tourist association and a board of management, and for matters connected therewith."
THE COLONIAL SECRETARY seconded.
The question was put and agreed to.
The Bill was read a Second time.
Council then went into Committee to consider the Bill clause by clause. Clauses 1 to 8 were agreed to.
Clause 9.

THE FINANCIAL SECRETARY: —Sir, I rise to move that clause 9(2)(a) be amended as in the paper before honourable Members.
Proposed Amendment.
Leave out the word "seven" and substitute therefor the following— “not more than nine”.
Clause 9, as amended, was agreed to.
Clause 10 was agreed to.
Clause 11.
THE FINANCIAL SECRETARY: —Sir, I rise to move that clause 11 be amended as in the paper before honourable Members.
Proposed Amendment.
Leave out this clause and substitute therefor the following—
“Board to be a body corporate.
The Board shall be a body corporate and shall have the name of the Hong Kong Tourist Association Board and in that name shall have perpetual succession and may sue and be sued.”
Clause 11, as amended, was agreed to.
Clauses 12 to 23 were agreed to.
Council then resumed.
THE FINANCIAL SECRETARY reported that the Hong Kong Tourist Association Bill, 1957 had passed through Committee with amendments and moved the Third reading.
THE COLONIAL SECRETARY seconded.
The question was put and agreed to.
The Bill was read a Third time and passed.
ADJOURNMENT.
