BASEMENTS (AMENDMENT) BY-LAWS, 1956.
MR. D. R. HOLMES moved the following resolution: —
Resolved that the Basements (Amendment) By-laws, 1956, made by the Urban Council on the 4th day of September, 1956, under Section 4 of the Public Health (Sanitation) Ordinance, 1935, be approved.
He said: Sir, the rescission of these By-laws is necessary to pave the way for the introduction of the Urban Council's new and more realistic policy in regard to basements to which reference was made at the last meeting of this Council.

MISCELLANEOUS LICENCES (AMENDMENT) BILL, 1956.
THE ATTORNEY GENERAL moved the First reading of a Bill intituled "An Ordinance further to amend the Miscellaneous Licences Ordinance, Chapter 114."
He said: Sir, the purpose of this Bill is fully explained in the statement of objects and reasons, and I would merely add that at the Committee Stage I shall propose an amendment to the definition of the expression "automatic machine" in clause 2 to except from that definition all machines designed solely for producing articles for sale.

Objects and Reasons.
The "Objects and Reasons" for the Bill were stated as follows: —
The object of this Bill is to prohibit the keeping of certain automatic machines, e.g. pin ball tables and fruit machines except under a licence. Considerable numbers of these machines are

already in Hong Kong and it is considered desirable that the powers of control and supervision afforded by the Miscellaneous Licences Ordinance (Chapter 114) should extend to the installation and use of these machines. This Bill seeks to amend that Ordinance accordingly, and it is intended that appropriate regulations will be made thereunder.
IMPORTATION AND EXPORTATION (AMENDMENT) BILL, 1956.
THE ATTORNEY GENERAL moved the Second reading of a Bill intituled "An Ordinance further to amend the Importation and Exportation Ordinance, Chapter 50."
THE COLONIAL SECRETARY seconded.

The Bill was read a Second time.
Council then went into Committee to consider the Bill clause by clause. Clauses 1 and 2 were agreed to.
Council then resumed.
THE ATTORNEY GENERAL reported that the Importation and Exportation (Amendment) Bill, 1956 had passed through Committee without amendment and moved the Third reading.

The Bill was read a Third time and passed.
PUBLIC HEALTH (ANIMALS AND BIRDS)
(AMENDMENT) (NO. 2) BILL, 1956.
THE ATTORNEY GENERAL moved the Second reading of a Bill intituled "An Ordinance to amend the Public Health (Animals and Birds) Ordinance, Chapter 139."
