JURY (AMENDMENT) BILL, 1955.
THE ATTORNEY GENERAL moved the First reading of a Bill intituled "An Ordinance to amend the jury Ordinance, Chapter 3".
He said: —Sir: The effect of the proposed amendments is explained in the statement of objects and reasons, and I would only emphasize for sake of clarity that we are not seeking to alter in any way the basic qualifications for jury service which are laid down in section 4 of the principal Ordinance. It is the exemption section—section 5—which clause 2 of this Bill amends.

Objects and Reasons.
The "Objects and Reasons" for the Bill were stated as follows: —
The object of this Bill is to amend the qualifications for jury service and also to lay down specific dates by which the jury lists have to be published in each year to facilitate incorporation of these lists in lists of electors to the Urban Council.
2. Clause 2makes a number of amendments to the qualification provisions of the Jury Ordinance, abolishing the exemption for officers and N.C.OS. of the Royal Hong Kong Defence Force and other similar services and clarifying other exemptions.

3. Clause 3 provides that the jury lists will be prepared on or before the 1st February in each year and forwarded for settling by the Governor in Council on or before the 1st March in each year.
4. Clause 4 provides that the lists will be published on or before the 1st June in each year. The opportunity has been taken to remove the necessity for publication of these lists as a supplement to the Gazette. It is felt that there is no necessity now for such a provision and accordingly, it is provided that copies of the lists will be available for inspection at the office of the Registrar of the Supreme Court and that copies may be purchased. A substantial saving in the cost of publication will result from this.
5. The opportunity has been taken, in clauses 5 and 6 to clarify the wording of sections 14 and 30 of the Jury Ordinance.
