The Minutes of the previous meeting of the Council were confirmed.

The papers laid on the table were as follows:―
Amendments made by the Governor in Council under the Post Office Ordinance, 1926, Ordinance No. 7 of 1926, to the rates of postage in Class A―letters and postcards, dated 18th March, 1939.
Amendment made by the Governor in Council under section 15 of the Wild Birds Ordinance, 1922, Ordinance No. 15 of 1922, to the regulations in the Schedule to that Ordinance, dated 18th March, 1939.

THE COLONIAL SECRETARY, by command of H.E. The Governor, laid upon the table the report of the Finance Committee, No. 2 of 23rd March, 1939, and moved that it be adopted.

INCITEMENT TO DISAFFECTION BILL, 1939.
THE ATTORNEY GENERAL moved the second reading of a Bill intituled "An Ordinance to make better provision for the prevention and punishment of endeavours to seduce members of His Majesty's forces, or any member of any local Naval, Military or Police force, corps or reserve, from their duty, or from allegiance to His Majesty."
THE COLONIAL SECRETARY seconded, and the Bill was read a second time.
SUPREME COURT AND FULL COURT ORDINANCES
AMENDMENT BILL, 1939.
THE ATTORNEY GENERAL moved the second reading of a Bill intituled "An Ordinance to amend the law relating to the professional

qualifications required in the case of Judges of the Supreme Court and Full Court." THE COLONIAL SECRETARY seconded, and the Bill was read a second time. REGISTRATION OF PERSONS BILL, 1939.
THE ATTORNEY GENERAL moved the second reading of a Bill intituled "An Ordinance to consolidate and amend the law relating to the registration of persons." He said: I gave notice at the last meeting, when this Bill was read a first time, of intention to move amendments to Clause 5 which would make that clause applicable to aircraft and people in charge of them and their agents. To-day, in addition to those amendments, I am going to move certain other slight amendments to Clause 10.
THE COLONIAL SECRETARY seconded, and the Bill was read a second time. HYDROCARBON OILS BILL, 1939.
THE ATTORNEY GENERAL moved the second reading of a Bill intituled "An Ordinance to consolidate and amend the law relating to the taxation of Hydrocarbon Oils."

QUEEN VICTORIA STREET EASTWARD RECLAMATION AND PIERS BILL, 1939.
THE ATTORNEY GENERAL moved the second reading of a Bill intituled "An Ordinance to authorize an undertaking for the reclamation of an area of sea bed to abut the Jubilee Street Ferry Pier approaches and Connaught Road to the Eastward of such approaches between Queen Victoria Street and Pottinger Street and for construction of a pier extending seawards from such reclamation and also for the construction of a temporary pier between the said reclamation and Douglas Wharf." He said: Clause 3 has no marginal note, and this can be inserted in Committee.
THE COLONIAL SECRETARY seconded, and the Bill was read a second time. PROTECTION OF WOMEN AND GIRLS AMENDMENT BILL, 1939.
THE ATTORNEY GENERAL moved the second reading of a Bill intituled "An Ordinance to amend the Protection of Women and Girls Ordinance, 1938." He said: In Committee, a wrong reference to the Ordinance in Clauses 1 and 2 will be corrected.

THE COLONIAL SECRETARY seconded, and the Bill was read a second time. DEFENCE CONTRIBUTION BILL, 1939.
THE ATTORNEY GENERAL moved the second reading of a Bill intituled "An Ordinance to make provision for the Colony's yearly contributions to His Majesty's Government for defence."
THE COLONIAL SECRETARY seconded, and the Bill was read a second time.
On the motion of the Attorney General, seconded by the Colonial Secretary, the Council then went into committee to consider the Bills clause by clause.
REGISTRATION OF PERSONS BILL, 1939.
Clause 5.
THE ATTORNEY GENERAL.―I move that in the first line after the word "master" the words "or other person in charge" be added; in the second line, after the first two words "Every ship", the words "or aircraft" be added; in the ninth line, after the word "master", a comma and the word "person" be added; and in the marginal note, the word "etc." be added after the word "masters" in the second line and "or aircraft" after "ships" in the fifth line.
THE COLONIAL SECRETARY seconded, and this was agreed to.
Clause 10.
THE ATTORNEY GENERAL.―I move that after the third word in line 2 be added the words "all or any of"; and at the end of the fourth line, instead of a fullstop a comma be added and the words "and may, by similar notification, suspend or revoke such application." That will make the clause balance more closely with the clause at the top of the page.
THE COLONIAL SECRETARY seconded, and this was agreed to.
QUEEN VICTORIA STREET EASTWARD
RECLAMATION AND PIERS BILL, 1939.
Clause 3.
THE ATTORNEY GENERAL.―There is no marginal note to this Clause, and I move that the words "Temporary application of section 6 of Ordinance No. 40, 1936," be inserted.

PROTECTION OF WOMEN AND GIRLS AMENDMENT BILL, 1939. Clause 1.
THE ATTORNEY GENERAL.―I move that the words "Protection of" be added before the word "Women", because that is the correct title.

Clause 2.
THE ATTORNEY GENERAL.―I move a similar amendment as in Clause 1 to the first line of this clause.

Upon Council resuming,
THE ATTORNEY GENERAL reported that the Incitement to Disaffection Bill had passed through Committee without amendment and moved the third reading.
THE COLONIAL SECRETARY seconded, and the Bill was read a third time and passed.
THE ATTORNEY GENERAL reported that the Supreme Court and Full Court Ordinances Amendment Bill had passed through Committee without amendment and moved the third reading.
THE COLONIAL SECRETARY seconded, and the Bill was read a third time and passed.
THE ATTORNEY GENERAL reported that the Registration of Persons Bill had passed through Committee with certain amendments to Clauses 5 and 10. He said: If Your Excellency rules that the amendments are not material I will move the third reading of the Bill.

THE ATTORNEY GENERAL then moved that the Bill be read a third time.
