The minutes of the previous meeting of the Council were confirmed.
PAPERS.
THE COLONIAL SECRETARY, by command of H.E. the Governor, laid upon the table the following papers:―
Amendments and additions made under sections 3 and 5 of the Tobacco Ordinance, 1931, on 25th November, 1932.
New Export on Drawback Permit made under section 5 and 37 of the Tobacco Ordinance, 1931, on 25th November, 1932.
Order made by the Governor in Council on the 30th day of November, 1932, under Regulation No. 25 of the Emergency Regulations.
Additional By-law made under section 16 of the Public Health and Buildings Ordinance, 1903, on 1st December, 1932.
FINANCE COMMITTEE'S REPORT.
THE COLONIAL SECRETARY, by command of H.E. the Governor, laid upon the table the report of the Finance Committee, No. 13 of 1st December, 1932, and moved that it be adopted.
THE COLONIAL TREASURER seconded and this was agreed to.
MAGISTRATES ORDINANCE, 1932.
THE ATTORNEY GENERAL moved the second reading of a Bill intituled "An Ordinance to consolidate and amend the law relating to the jurisdiction of magistrates and the procedure and practice before magistrates in relation to offences punishable on summary conviction and to indictable offences and for other purposes."
THE COLONIAL SECRETARY seconded and the Bill was read a second time.
THE ATTORNEY GENERAL.―The usual custom is for the Council to go into Committee now to consider the Bill clause by clause, but as this Bill has four introductory clauses, eight parts and three schedules, I will move that so much of Standing Order 27 as applies, be suspended, and thereafter the Bill be considered, firstly by the four introductory clauses, then by the eight parts, then by the three schedules, and finally by the enacting clause and title.

Council went into committee to consider the Bill in the manner outlined by the Attorney General.
THE ATTORNEY GENERAL (on consideration of Part 2).― I have an amendment to Clause 32, i.e., an addition at the end of Clause 32 of the following words―"A similar order may be made where sufficient money to satisfy the fine has been found on the defendant as a result of a previous search by the police." The addition of these words simply justifies the practice and interpretation of the previous words. The practice of the police is to search a defendant before bringing him before the Magistrate. I therefore move the addition of the words I have just quoted.
This was agreed to.
THE ATTORNEY GENERAL (on consideration of Part VI).― There is another amendment in Clause 116, second paragraph. There is a blank in the marginal note which should be filled by the figures 38. This figure was not known until last week. I therefore move the inclusion of the figures 38 in the marginal note of the second paragraph in Clause 116.
This was agreed to.
Upon Council resuming,
THE ATTORNEY GENERAL.―I have to report that the Bill passed through committee with two amendments―an addition to Clause 32 and the inclusion of the figures 38 in the marginal note of Clause 116 (second paragraph). If Your Excellency rules that the amendments are immaterial, I will move that the Bill be read a third time.
H.E. THE GOVERNOR.―I rule that the amendments are immaterial.
THE ATTORNEY GENERAL moved the third reading.

REGISTRATION OF UNITED KINGDOM PATENTS
ORDINANCE, 1932.
THE ATTORNEY GENERAL moved the second reading of a Bill intituled "An Ordinance to consolidate and amend the law relating to the Registration of United Kingdom Patents."

THE ATTORNEY GENERAL moved the second reading of a Bill intituled "An Ordinance to amend the Protection of Women and Girls Ordinance, 1897."
THE COLONIAL SECRETARY seconded and the Bill was read a second time. Council went into Committee to consider the Bill clause by clause.

CHRISTMAS GREETINGS.
H.E. THE GOVERNOR.―As it seems this will probably be the last meeting of the Council for this year, I take the opportunity on behalf of my honourable friend, the Colonial Secretary, and myself, of thanking you all very sincerely for the generous help and co operation you have given us during the periods that we have administered the Government of the Colony in the present year. We are very grateful to you for all your advice and we appreciate your helpful criticisms, no doubt almost always justified. I tender my sincerest good wishes for the forthcoming year, fully hoping that it will bring a turn in the tide and a revival of the trade of this Colony. The Council will adjourn sine die.
FINANCE COMMITTEE.
Following the Council, a meeting of the Finance Committee was held, the Colonial Secretary presiding.
Votes totalling $69,046, contained in Message No. 14 from H.E. the Governor, were considered.
