MINUTES.

The minutes of the last meeting were read and confirmed.

GAOL EXTENSION.

The COLONIAL SECRETARY—I rise, sir, to give notice that at the next meeting of Council I shall move the following resolution :—"That it is desirable that this Council do agree to the expenditure of a sum not exceeding $96,000 on gaol extension."

THE MORPHINE ORDINANCE.

HIS EXCELLENCY—With the exception of

business before the Council this afternoon. The ATTORNEY-GENERAL—I have the honour to move the third reading of a Bill entitled the Morphine Ordinance, 1893.

The COLONIAL SECRETARY seconded.

Bill read a third time and passed.

Hon. E. R. BELILIOS—I would like, sir, to ascertain, considering this Bill has now become law, whether we are to follow the advice of the Colonial Surgeon in his letter to the Government that when this Ordinance did become law some other medicine should be given to these people to modify the hardship.

HIS EXCELLENCY—Yes, that is all arranged. The COLONIAL SECRETARY—I may mention, sir, that although this Bill has been passed it does not become law until sanctioned by your Excellency, but in the meantime anticipatory instructions have been issued to the Registrar-General, Colonial Surgeon, and Captain Superintendent of Police to make arrangements in accordance with the Colonial Surgeon's recommendations. ADJOURNMENT.

HIS EXCELLENCY—The Council will adjourn until Monday next. With the exception of the motion of the hon. Colonial Secretary there will be nothing to put before the Council.
