VOTES AND PROCEEDINGS OF THE LEGISLATIVE COUNCIL OF HONGKONG. No. 4 OF 1872.

TUESDAY, 16TH APRIL, 1872.

PRESENT:

His Excellency Major-General WHITFEILD, Lieutenant-Governor. The Honorable the Acting Chief Justice (HENRY JOHN BALL).

The Honorable the Acting Colonial Secretary (CECIL CLEMENTI SMITH). The Honorable the Acting Attorney General (THOMAS CHILD HAYLLAR). The Honorable the Acting Treasurer (CHARLES MAY).

The Honorable PHINEAS RYRIE.

The Honorable WILLIAM KESWICK.

The Honorable HENRY LOWCOCK.

The Honorable JAMES GREIG.

The Council meets this day at 2.30 P.M., by Special Summons.

The Minutes of the Council held on the 15th April, having been read and confirmed,—

His Excellency SIR ARTHUR EDWARD KENNEDY, K.C.M.G., C.B., enters the Council Chamber, and having taken his place at the Table, produces a Commission from Her Most Gracious Majesty The QUEEN, passed under the Great Seal, and bearing date at Westminster the 13th of February, 1872,─appointing him to be Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies.

The Royal Commission is read,─and the Honorable the Acting Chief Justice administers to His Excellency the Oaths of Office, under the usual Salutes.

His Excellency in assuming charge of the Administration of the Government, addresses to the Council a few observations as to the duties devolving on himself and the Council,─the difficulties he must encounter in succeeding one possessing the admitted administrative ability of SIR RICHARD GRAVES MACDONNELL, and the urgent necessity for the good of The Queen's Service that the fullest reciprocal confidence should be established between himself and the Members of the Council. He invites that confidence, and earnestly desires that differences of opinion occurring at the Debates in Council may never be allowed to degenerate into private differences.

His Excellency adjourns the Council sine die, at 17 minutes past 3 o'clock.
