VOTES AND PROCEEDINGS OF THE LEGISALTIVE COUNCIL OF HONGKONG. No. 7 OF 1868.

SATURDAY, 7th NOVEMBER, 1868.

PRESENT :

The Honorable JOHN GARDINER AUSTIN, Colonial Secretary, Administering the Government.

The Honorable the Chief Justice (JOHN SMALE.)

The Honorable the Acting Attorney General (HENRY JOHN BALL.) The Honorable H. B. GIBB.

The Honorable J. B. TAYLOR.

ABSENT :

The Honorable the Acting Colonial Treasurer (W. H. ALEXANDER),and The Honorable the Auditor General (W. H. RENNIE,) - absent on leave. The Honorable WILLIAM KESWICK.

The Members assemble this day at Noon, by Special Summons.

Major General JAMES ROBERT BRUNKER, Commanding Her Majesty’s Troops in China and Japan, who was also present, produces a Commission under Her Majesty’s Signet and Sign Manual of the 2nd Day of March, 1868, appointing him to be Lieutenant-Governor of the Colony of Hongkong, and its Dependencies; and the same having been read, the Oaths of Office are administered to His Excellency by the Honorable The Chief Justice.

His Excellency then assumes the Presidency, and the Council being thus formed, the Minutes of the Meeting held on the 13th of October are read and confirmed. His Excellency lays on the Table a Despatch from His Grace The Secretary of State for the Colonies, No. 154 of the 8th September last, desiring a further amendment to be made in Ordinance No. 8 of 1868, respecting "Treasonable Offences," - by omitting in the 3rd Section the Words and unless such Warrant shall be issued within Two Years next after the passing of this Ordinance." Whereupon, the Council agreeing to a Repeal of Ordinances Nos. 8 and 13 of 1868, - a Bill is read a first time "to assimilate the Laws of this Colony respecting Treasonable Offences to the Law of the United Kingdom. His Excellency then adjourns the Council at a quarter before One o’clock. J. R. BRUNKER,
