VOTES AND PROCEEDINGS OF THE LEGISLATIVE COUNCIL OF HONGKONG.

No. 5 OF 1865.

FRIDAY, 2ND JUNE, 1865.

PRESENT:

His Excellency the ACTING GOVERNOR and all the existing Members, except Mr. CHOMLEY, absent at Shanghai.

The Council met to-day by Special Summons.

The Minutes of the Council held on the 30th March, were read and approved.

In the absence of the CHIEF JUSTICE, on his way to England on sick leave, the ACTING CHIEF JUSTICE presented the Report of the two remaining Members of the Select Committee upon three of the Seven Criminal Law Amendment Bills which had been referred to them at the last Meeting, and the same having been received, the said Bills were read a second time and committed.

The Amendments proposed in the Report were then agreed to, and after the adoption of certain alterations made in Committee, the said Bills were passed,—bearing the Numbers and Titles as follows: —

No. 3 of 1865—"An Ordinance to consolidate the Laws relating to Criminal Procedure."

No. 4 of 1865—"An Ordinance to consolidate and amend the Enactments in Force in this Colony relating to Offences against the Person."

No. 5 of 1865—"An Ordinance to consolidate and amend the Enactments in Force in this Colony relating to Accessories to, and Abettors of, Indictable Offences."

The three following Bills were then read a first time: —

A Bill—"to repeal certain Enactments which have been consolidated in several Ordinances relating to Criminal Offences."

A Bill—"for the further Security of the Residents in this Colony from personal Violence."

A Bill—"for the Rendition of Chinese Subjects charged with Piracy." The Council then adjourned till to-morrow, at Noon.
