VOTES AND PROCEEDINGS OF THE
LEGISLATIVE COUNCIL OF HONGKONG. No. 3 OF 1865.
SATURDAY, 4TH MARCH, 1865.
PRESENT:
His Excellency the GOVERNOR and all the Members, except the CHIEF JUSTICE, the COLONIAL TREASURER, and Mr. WHITTALL.
The Council met to-day, pursuant to adjournment.
The Minutes of the Council held on the 23rd Ultimo, were read and approved.
Read a first time a Bill, entitled "An Ordinance to authorize the appropriation of a Supplementary Sum not exceeding Two hundred and fifty thousand Dollars to defray the charges of the Year 1864."
The Judge of the Court of Summary Jurisdiction presented the Report of the Select Committee on the Limited Liability Bill, suggesting amendments therein; and the same having been received,-The Council went into Committee upon the Clauses of the said Bill.
The proposed amendments were agreed to, and after the adoption of certain additions made in Committee,-
The GOVERNOR put the Question,-That this Bill, as amended, do pass, and that the Title be "An Ordinance for the Incorporation, Regulation, and Winding-up of "Trading Companies and other Associations."
Mr. WHITTALL having taken his Seat at this stage of the proceedings,- Debate ensued.

Mr. WHITTALL here handed in a Protest which, after discussion, was withdrawn; and the Honorable Member gave notice that, within seven days from date, he would send in his Protest against the passing of this Ordinance.
The Council then adjourned sine die.
