VOTES AND PROCEEDINGS OF THE LEGISLATIVE COUNCIL OF HONGKONG. No. 6 OF 1863.
TUESDAY, 26TH MAY, 1863.
PRESENT:
His Excellency the ACTING GOVERNOR and all the Members, except the COLONIAL TREASURER absent form indisposition.
The Council met to-day pursuant to adjournment.
The Minutes of the Council held on the 13th Instant, were read and approved.
Read Despatch, No. 32 of 27th March last, from His Grace the Secretary of State, announcing that the Address to the Queen conveying the congratulations of the Legislative Council of Hongkong on the Marriage of His Royal Highness the Prince of Wales had been laid before Her Majesty, and that the Queen was pleased to receive very graciously the expression of loyalty and respect therein contained.
Read Despatch, No. 38 of 6th April last, from His Grace the Secretary of State, signifying the approval of the Bill concerning Naval Property in the Colony, which was read a first time at a Meeting of this Council on the 17th January.
The said Bill was then read a second time, committed, and passed. It bore the following Title: "An Ordinance for vesting all Estates and Property occupied by or for the Naval Service of the United Kingdom of Great Britain and Ireland in this Colony in the Lord High Admiral, or the Commissioners for executing the Office of Lord High Admiral, of the said United Kingdom for the time being;" and was numbered "No. 3 of 1863."
The Bill for the registration and regulation of public carriages was laid on the Table; and it was ordered that the same be printed and circulated amongst Members.
The Bill "to repeal Ordinance No. 1 of 1853 and to provide Gaols and Debtors' Wards, and for the due control of Prisoners therein," was read a second time;
And the Council went into Committee upon the said Bill.
Sections 1 to 5 agreed to.
Sections 6, 7, and 8 amended and agreed to.
Section 9 agreed to.
Section 7 recommitted, amended, and agreed to.
Section 10 amended and agreed to.
Section 11 agreed to.
Section 13 renumbered, and made Section 12.
Section 12 amended, and ordered to stand as Section 13.
Section 14 struck out.
Sections 15 and 16 amended, and made Sections 14 and 15.
Section 17 struck out.
Section 18 renumbered, and made Section 16.
The Council having adopted the amendments made in Committee,
The Acting Governor put the Question,—That this Bill as amended do pass, and that the Title be "An Ordinance to repeal Ordinance No. 1 of 1853 and to provide Gaols and Debtors' Wards, and for the due control of Prisoners therein."
Question put and carried, the Ordinance being numbered "No. 4 of 1863."
The second reading of the Bill Concerning the Police and Lighting Rare Assessment was deferred till the next Meeting.
The Council adjourned to Tuesday, the 2nd Proximo, at noon.
