VOTES AND PROCEEDINGS OF THE LEGISLATIVE COUNCIL OF HONGKONG. No. 9 OF 1860.
SATURDAY, 30TH JUNE, 1860.
PRESENT:
His Excellency The GOVERNOR, and all the Members.
The Council met to-day by Special Summons.
The Minutes of the Council, held on the 12th May, were read and approved.
The Bill, entitled "An Ordinance to establish a Marine Court of Inquiry in Hongkong," was read a second time, and ordered to be published in to-day's Government Gazette.
The Governor laid on the Table the following Papers, which had been previously sent round to Members; namely:─
1. The Hongkong Government Gazette, containing Government Notification of 14th October, 1859, offering a Premium of 1,000 Dollars for the best and most practicable Scheme for providing the City of Victoria with a constant and sufficient supply of pure Water, ─ such Scheme not exceeding £25,000.
2. Award of the Committee on the Schemes submitted to Government. Dated 12th March, 1860.
3. The successful Scheme, being Report, Specification, and Estimate by Mr. Rawling, R.E., dated 29th February, 1860,─with sundry Plans. Total Estimated Cost £23,417.7.6.
4. Letter, of 12th April, 1860, from the Committee, recommending modifications of Mr. Rawling's Plan.
5. Observations by Mr. Rawling on the Committee's modifications, and tendering to undertake the Contract for £25,000. Dated 24th April, 1860.
6. Letter, of 26th April, 1860, from the Colonial Secretary, requesting the Opinion of the Committee on Mr. Rawling's Observations and Tender.
7. Letter, of 7th May, 1860, conveying the Opinion of the Committee, and recommending acceptance of Mr. Rawling's Tender.
8. Surveyor General's Report and Estimate, No. 14 of 1860, for providing a portion of the City of Victoria with Water, and conveying a supply to the interior of the Government Markets, and to the present Tanks, &c. Dated 14th June, 1860. Total Estimated Cost £28,000.
His Excellency then laid on the Table a Bill, entitled "An Ordinance to procure and "regulate a Supply of Water for the City of Victoria, and also to appropriate a "Sum not exceeding Thirty thousand Pounds for such purpose;"─
And the said Bill having been read a first time,─
The Council adjourned to Tuesday, the 10th Proximo, at Noon.
