VOTES AND PROCEEDINGS OF THE LEGISLATIVE COUNCIL OF HONGKONG. No. 6 OF 1860.

MONDAY, 16TH APRIL, 1860.

PRESENT:

His Excellency The GOVERNOR and all the Members, except the COLONIAL TREASURER absent on leave to England, and Mr. DENT, who is still at Shanghai.

The Council met to-day pursuant to adjournment.

The Minutes of the Council held on the 4th Instant were read and approved.

The Bill "respecting Pawnbrokers," as passed through Committee at the last Meeting, was brought forward.

Sections 10, 12, 15, 16,17,19 and 20, were recommitted, amended, and agreed to.

Schedules A. and B. were recommitted, amended, and agreed to. Title agreed to.

The amendments proposed in Committee being adopted by the Council,-The Governor put the Question,-That this Bill do pass, and that the Title be-"An Ordinance for "amending and consolidating the Law respecting Pawnbrokers."

Question put and passed,-the Ordinance being numbered "No. 3 of 1860."

The Bill "relating to Cheques or Drafts on Bankers, and to amend the Law of False Pretences," as read a second time and passed through Committee at the last Meeting, was laid on the Table.

The Governor put the Question,-That this Bill do pass, and that the Title be-"An "Ordinance to amend the Law relating to Cheques or Drafts on Bankers, and to "amend the "Law of False Pretences."

Question put and passed,-the Ordinance being numbered "No. 4 of 1860."

The Bill, entitled "An Ordinance for transferring to One of Her Majesty’s Principal Secretaries of "State the Powers and Estates vested in the Principle Officers of the Ordinance," was read a second time;-

And the Council went into Committee upon said Bill.

Section 1 to 4 inclusive, were read and agreed to.

Bill to be reported.

Bill reported accordingly.

Read a first time a Bill, entitled "An Ordinance to make better Provision for the "Punishment of Frauds committed by Trustees, Bankers, and other Persons "intrusted with Property."

The Bill, entitled "An Ordinance to extend to this Colony certain Rules and Orders of "the Superior Courts at Westminster," was read a second time, committed, and agreed to.

The Council then adjourned to Monday, the 30th Instant, at Noon.
