The Council met to day by Special Summons.
The Minutes of the last Council were read and approved.
Thomas Chisholm Anstey, Esquire, Attorney General of Hongkong, being in attendance by special request, His Excellency The Governor appointed him a member of the Legislative Council, pending Her Majesty's Pleasure; and the requisite Oaths of Office being administered to him by the Governor, The Honorable Thomas Chisholm Anstey, Esquire, took his seat and accordingly at the Council Board.
