1st September, 1854.
Present:
His Excellency The Governor,
The Honorable The Acting Attorney General,
The Honorable David Jardine, Esqre,
The Honorable J. F. Edger, Esqre.
The Council met today pursuant to adjournment.
The Honorable The Colonial Secretary was present by special request.
The Minutes of the last Council were read and approved.
The Governor, with the full concurrence of the Honorable Members, made certain verbal alterations in Sections 2 and 6 of the "Market Ordinance" passed at the last meeting, and it was decided that the same should be published in the Government Gazette of the 2nd Instant.
With regard to the market of Tam-Achoey who has hitherto been allowed the privilege of holding it on payment of Six Hundred Dollars per annum to the Government, it was observed that this market being built at his own expense and on ground for which he pays rent, could not in justice be put up to public competition, and on mature consideration of the subject, it was Resolved that no alteration was necessary in Section 2 of the Ordinance in order to enable Tam-Achoey to be licensed and to hold his market at a fair rental fixed with reference to the amounts obtained for the markets built on Government Ground.
The Colonial Estimates for 1855, which had been previously sent round to Members, were again submitted to the Council; and the Honorable Members having expressed their general approval of the proposed Estimates, it was ordered that the same should be printed in the usual form and laid on the Table for re-consideration at the next meeting of Council.
As to the Draft Ordinance to amend and extend the Ordinance No. 9 of 1845, consideration thereof was deferred until the Acting Chief Justice, at whose request it was prepared, should have an opportunity of expressing his views as to the proposed Enactment.
(Signed) John Bowring,
Governor.
Read and approved this 12th Day of September, 1854.
