The Council met today by Special Summons.

The Minutes of the last Councils being read and approved. The Governor stated that in presiding for the first time over the Council, he wished it to be understood that it was not the intention of Her Majesty's Government that he should take any active part in matters solely connected with the local administration of the Colony; that the direction of such matters would be left to the Lieutenant Governor who would have charge of the correspondence with the Colonial office; but that in any questions of importance on which his advice or co-operation might be desirable, he would be most ready and willing to take a more active part, reserving absolutely the right of presiding over the Council when any measures connected with China, or the position of Her Majesty's Subjects in China, were the topics of discussion.

The Honorable Paul Ivy Sterling, Esqre, Acting Chief Justice, and William Thomas Bridges, Esqre, Acting Attorney General, being in attendance by special request, His Excellency The Governor appointed these officers Members of the Legislative Council; and the requisite Oaths of Office being administered to them by The Governor, they took their seats accordingly at the Council Board.
