The Council met today by Special Summons.
The Honorable The Attorney General was present as Legal Adviser to the Government.
The Minutes of the last Council were read and approved.
The Draft Ordinance read a first time at the last meeting, was this day read a second time and passed under the title of "An Ordinance for the Prevention of Desertion amongst Her Majesty's Naval and Military Forces serving in the Colony of HongKong or in China," being No. 1 of 1854, which was ordered to be printed and published in the Government Gazette.
Previous to the passing of the foregoing Enactment, the Colonial Treasurer put the question whether any official communication had taken place between the Civil Authorities and the Naval Commander-in-Chief as to the extension of the Ordinance to Naval Deserters, to which the Governor observed that no official communication had passed on the subject, but that he had a personal conversation with His Excellency who entirely concurred in the propriety of extending the Provisions of the Ordinance to the Navy.
