27th August, 1852.

Present:

His Excellency The Acting Governor,

The Honorable W. T. Mercer, Esquire,

The Honorable David Jardine, Esquire,

The Honorable J. F. Edger, Esquire.

The departure of the Mail Steamer occurring upon the regular day of meeting, the Council was Summoned for this day.

The Acting Attorney General was present.

The Minutes of the last Council were read and approved.

The Seamen's ordinance was discussed at length, and various alterations suggested and adopted.

A letter from His Excellency Dr. Bowring was then read and considered.

It was Resolved that the Consuls representing foreign rations in Hongkong be communicated with on the subject of this ordinance and that the result of such communication be taken into consideration at the next meeting of the Council.
