The Minutes of the last Council were read and approved.

The ordinance to regulate the management of the Gaol of Hongkong prepared by Mr. Mercer was laid upon the Table, when it was Resolved that it be sent round to the Acting Attorney General, Chief Magistrate of Police and Sheriff, in order that their remarks might be made thereon, and laid before the Council for consideration.
