Minutes of the Legislative Council of Hongkong for the half year ending 31st December, 1852.

Present:
His Excellency The Acting Governor,
The Honorable The Acting Chief Justice,
The Honorable The Colonial Treasurer,
The Honorable J. F. Edger, Esquire.
The Minutes of the last Council were read and approved.
Consideration was given to the proposed Seamen's ordinance, when it was resolved that the Draft when prepared be sent round to members.
A discussion arose upon the receipt of Gaol Regulations forwarded for consideration by the Executive Council.
It was Resolved that it would be expedient to pass an ordinance on the Subject authorizing His Excellency The Governor in Council to pass such Rules and Regulations as might be considered desirable. Mr. Mercer was good enough to undertake the preparation of the Draft ordinance for Submission to Council.
