The Minutes of the last Council were read and approved.

The proposed ordinance for checking Military Desertion was read a Second time, and passed the Council as ordinance No. 2 of 1852, under the following amended title; viz:- "An ordinance to increase in certain cases the Powers of Magistrates as regards Publicans, Boarding-house keepers, and others with the view of Suppressing Desertion in Her Majesty's Forces, Naval and Military, within the Colony of Hongkong"- ordered that the same be printed, and published in the Government Gazette.

Further consideration was given to the Draft ordinance "for the Regulation of Seamen", and it appearing to the Council that the only defects in the existing Law relating to the Merchant Service in this Colony are the want of some stringent measures to check desertion and to prevent the arrest of Sailors subsequent to their signing articles, it was unanimously Resolved that this ordinance should be withdrawn and replaced by one providing for such cases. The Acting Attorney General to be requested to prepare the requisite Draft, for submission to the Council.
