The Minutes of the last Council were read and approved.

The Draft ordinance "for the regulation of Seamen" was laid on the Table and consideration was given to certain of its provisions. Resolved that the ordinance be brought before the Council, when more specific information has been obtained on sundry points affecting vessels owned in the Colony.

Read the first time the Draft ordinance entitled "An ordinance to increase in certain cases the Powers of the Chief Magistrate of Police and other Magistrates, as regards Publicans, Boarding-house keepers and others" – ordered that the same be sent round to members.

His Excellency The acting Governor pursuant to Resolution passed at the last meeting, brought to the notice of the Honorable Members Earl Grey's Despatch and its Enclosure relative to the Jury ordinance No. 4 of 1851, together with the opinion of the Acting Attorney General on the subject. These papers were read to the Council and the objections raised by Mr. Rogers against certain of its Provisions separately considered. It was unanimously Resolved that it would be inexpedient to alter this ordinance, which had been found to answer well the purpose for which it was framed, and Mr. Roger's objections to which had suggested themselves at the time of its consideration, and received due weight from the Council.
