The Minutes of the last Council were read and approved.
Read a first time Draft of a Consular Ordinance, entitled "An ordinance to regulate the Examination of witnesses and the obtaining of Evidence at the five Ports of Trade in China, where Suits or Actions may be pending in the Courts of Justice at Hongkong and to amend the ordinance No. 1 of 1844, entitled 'An ordinance to render Her Majesty's Subjects within the Dominions of the Emperor of China or within any Ship or Vessel at a Distance of not more than one Hundred miles from the Coast of China, subject in all matters to the Law of England, and to extend the Jurisdiction of the Courts of Justice at Hongkong over the same,'" which was ordered to be sent round to members.
