The Minutes of the last Council were read and approved.

Read the second time and passed, the Consular ordinance, entitled "An ordinance to explain "the Colonial ordinance No. 9 of 1845, entitled 'An ordinance to invest the Supreme "'Court of Hongkong with a Summary Jurisdiction in certain cases'; and also the "colonial ordinance No. 3 of 1849, passed to amend the said ordinance No. 9 of 1845; "and to amend and explain the ordinance No. 3 of 1847, entitled 'An ordinance to "'authorize Her Majesty's Consular officers to adjudicate in Civil Actions;' and also to "make provision for certain causes of Civil Action or Complaint, originating beyond "the limits of the Colony of Hongkong, for or against any such officers", being No. 1 of 1850, which was ordered to be printed and published in the Government Gazette.

Read the first time Draft of an Ordinance, entitled "An ordinance for the better administration for Justice in Criminal Proceedings before the Supreme Court, and for improving the Law of Evidence".
