The minutes of the last Council were read and approved.

The Draft of Consular ordinance, entitled "An ordinance to regulate the jurisdiction of the "Magistrates and Courts of Sessions in Hongkong, over offences committed without "the Colony by British Subjects; and for the better carrying into effect the Treaties "between Great Britain and China", was taken into further consideration, and ordered to be published in the Government Gazette for general information.
