Present:

His Excellency The Governor,

The Honorable The Chief Justice,

The Honorable The Attorney General,

The Honorable The Colonial Treasurer.

The Minutes of the last Council were read and approved.

Consideration was given to the subject of defining the jurisdiction of Police Magistrates over British Subjects charged with committing crimes within the Dominions of the Emperor of China, or within any Ship or Vessel at a distance of not more than one Hundred Miles from the Coast of China.

Consideration was also given to the necessity of making some specific provision to empower Magistrates and Police officers to take steps for the apprehension and detention of offenders against the Laws of China who have taken refuge or by any means come into the Colony of Hongkong, with a view of enabling the Governor of Hongkong to carry into effect the provisions of Clause IX of the Supplementary Treaty.

The above questions having been fully discussed, the Honorable The Attorney General undertook to frame an ordinance to meet the above mentioned objects.
