The Minutes of the last Council were read and approved.
Read the 2nd time and passed, the ordinance entitled "An ordinance to amend the ordinance "No. 3 of 1846, entitled 'An ordinance for the Relief of Insolvent Debtors within the "'Colony of Hongkong'", being No. 2 of 1849, which was ordered to be printed and published in the Government Gazette.
