The Minutes of the last Council were read and approved.
Read a second time, and passed, the ordinance entitled "An ordinance to regulate the "Manufacture and storage of a certain description of Gunpowder within the Colony of "Hongkong", being No. 1 of 1848, which was ordered to be printed, and published in the Government Gazette.
Read the first time, Draft of an ordinance, entitled "An ordinance to amend the ordinance "No. 13 of 1845, entitled 'An ordinance to establish a Licensed Ghaut Serang in the "'Colony of Hongkong, and for the Regulation of Lascars Resorting thereto,'" which was ordered to be sent round to the Honorable Members.
